During the uninstall notify the users that the EBT Text was removed but the Block Type has not been uninstalled to consistence reasons and provide a way to do this if necessary

Problem/Motivation

During the installation of EBT Text, a new block type is created which is normal. And during the uninstall the block type isn't been removed due to consistence reasons because the users can have multiple blocks with this type and we don't want to break anything. So it's ok. Now in order to have transparency to can put a message for the site builder during the uninstall that the EBT Text has been uninstalled but the block type has not because the consistence and if they want they're able to remove that manually, and provide the way. It'll be clear the reason the the block type wasn't removed

Steps to reproduce

Proposed resolution

  1. Implement a hook_uninstall
  2. Put the logger with that information
  3. Use the notice method because it'll appear in the log and in the terminal in case that the users is uninstalling though drush command line
