Add the missing description help text for "Custom hover colors"

Problem/Motivation

Currently on EBT BB we have a checkbox for "Custom hover color", without a description and help text, it's working fine for us that know well the logic, but for new users will be great to have a helptext explaining that marking this checkbox he/she will be able to select a color for "Hover Title" and "Hover Background"

Proposed resolution

Insert a help text in the #description in the form API explaining that if checked both option will be available, it'll be great for the UX in the CMS side
