Warning message to install automated_cron

I'm getting this warning message on my site after updating to 3.1.0:

It is recommended to install automated_cron or make sure that cron is run regularly to refresh access tokens from Constant Contact API.

I'm 99% sure this warning doesn't apply to my site as we have cron running every hour (not using automated_cron).

The problem is that the warning pops up all over the site, not just on the module's config page. I have site editors contacting me about it because they think something might be wrong. In a future release, I suggest this warning is only shown once or only on the module's config page.

Ok released a fix in v 3.1.1
Now warning only should show on config form and only if the current user has permission to administer modules.
