Add a 'skip to preview pane' button to node edit form

hm i've successfully applied the patch, i've also checked the source if the changes got applied, and they did, but somehow the patch has no effect on my test install. i've searched for preview-pane in the DOM with no hit and nothing happens when i press the tab key after toggling the preview. and yes i've cleared the caches (with drush as well as via the admin menu a few times.
