Missing description on Paragraph type EBT Counter Item

Problem/Motivation

In the paragraphs types of EBT projects we have a description which makes easier to read and clear for the CMS editor. Only the paragraph type "EBT Counter Item" that currently don't have a description. I'd suggest add a description there to follow the same standard and to keep easier/friendly for the content editors

Proposed resolution

Update the paragraph type -> Set a description -> Export configs -> Commit into config/install folder
