Move reporting page from config section to reports section

Problem/Motivation

The page for viewing libraries is at admin/config/media/libraries_ui. However, this page does not configure anything, it is only a reporting page, so it would seem to not be in a logically/semantically correct location.

Proposed resolution

Move the page from the admin/config section to admin/reports.

Remaining tasks

User interface changes

Page will no longer be found at Admin -> Config -> Media -> Libraries UI, rather it will be found at Admin -> Reports -> Libraries UI.
