Replace "core" key with "core_version_requirement"

Problem/Motivation

To maintain compatibility with Drupal 9, "core" key should be replaced with "core_version_requirement".
Please refer to [#3070687]

Steps to reproduce

1. Upgrade a site from Drupal 8 to Drupal 9

    Reviewed the patch.

    Steps performed:
    1. Downloaded and Installed the module.
    2. Taken pull of 8.x-2.x branch.
    3. Downloaded and applied the patch.
    4. Patch applied successfully.

    git apply -v core-version-key-requirement-3349842-9x-2.patch
Checking patch api_tokens.info.yml...
Applied patch api_tokens.info.yml cleanly.

    Test Result:Pass

    Moving it to RTBC.
