Update CKEditor 4 to 4.21.0

Not sure what is up with the line endings changes on the .txt files; this hasn't happened in the core issue so I think they might be wrong in the current version of the contrib module for some reason.

Also a patch to update the default version for 7.x-1.x.

This also needs to go into 1.0.x for Drupal 10 users. Not sure why the tests failed.

@vokiel, it seems like there are some noteworthy chages in CKeditor 4.21, see: 📌 CKEditor 4.21 blocks iFramed players Needs work , so I think it would be great, if you can take a look at that, or at least mention it in the release notes.
