Remove php-cs-fixer integration

Let's remove the php-cs-fixer integration, for a couple reasons:

The integration only works if there's a project-wide php-cs-fixer config, so it's not very useful for most people
The official Drupal code style fixer is PHP_CodeSniffer, not php-cs-fixer
