Error on QuizQuestionsForm with empty question list

Problem/Motivation

We get an error on submitting QuizQuestionsForm if there are no questions.

Steps to reproduce

1. Create quiz.
2. Do not add questions to the quiz and click "Submit".

Proposed resolution

Add checking of questions list, if it is empty or not.
