Limit Layout Builder Blocks not to work in the dashboards route

Having a quick if check condition.
This could be managed for all blocks in all active theme ( In configurations )

Only updating the patch, It will not be committed yet.

📌 Allow AJAX to use GET requests Fixed
📌 Compress aggregate URL query strings Fixed
📌 Compress ajax_page_state Fixed

Needs a config settings to have a better control, for where this module works.
For example not to work with a Dashboard with layout builder under Claro, Gin, or others

The settings could work like apply for themes, except checked not to use under some themes ( Maybe better logic )

Attached the layout_builder_blocks--2024-08-14--3349066--mr-5.patch static file.
To be used with Composer Patches.
Not planing to commit this change into the module.

A better fix could be having a config with limited routes ( which this module should works in )
and have the dashboard route in the list..
