Allow creating consignment from the interface

Problem/Motivation

There's already automation built into the module which allows creating consignment at the time order is placed (shipment finalized) or completed (shipment sent). If both options are disabled, or for some reason the consignment creation failed (ex. because the API was temporarily down) there's no admin-facing interface to create a consignment.
