Make governance index page available as index page of git repo

Problem/Motivation

#3327844: Convert governance docs to markdown, redirect d.o page to Gitlab UI as canonical version → was not quite enough to have a self contained governance repository, the index page itself from https://www.drupal.org/governance → is missing from the repo.
