This has already been fixed here.
When using the legacy toolbar, the secondary toolbar doesn't look good and no CSS styles have applied. There are also a few HTML errors.
- Go to "Appereance" (/admin/appearance)
- Edit the settings of Gin (admin/appearance/settings/gin)
- Enable the Legacy, Classic Drupal toolbar
- Hit save
- Edit a page with layout builder
- See that the toolbar at the top has no style and the HTML output of 'glb-region-sticky' is broken.
