Drupal block settings have no effect

If I add the Drupal site branding block for example, then click the settings icon and untick "Site name", then save the page - the site name is still displayed.

If I go back into the block settings it appears as if the setting has saved ok, but how the block appears visually does not correlate to the block setting.

Seems like this issue actually only happens to the site branding block. We should look into this, but probably after July since we want to focus on DG4.0 with the relevant features there. However, if someone out there want to dig into this, we could get it as a part of the new things with 4.0.
