I probably committed this one too quickly and hadn't really considered the potential side effects of allowing to add a payment without reviewing the existing ones... (See https://www.drupal.org/project/commerce_shipping/issues/3348313#comment-... ✨ Add Shipment link on order view page Active ).

Since this is easy enough to add from custom code, and considering the reasons invoked in https://www.drupal.org/project/commerce_shipping/issues/3348313#comment-... ✨ Add Shipment link on order view page Active , closing this for now.
