Restrict by role excludes user 1

Problem/Motivation

If the block is restricted by role, user 1 cannot access it.

Steps to reproduce

Configure the block to restrict it by role.

Login as user 1. Cannot see block.

Proposed resolution

Change role logic to include uid 1.
