Remove unused limit_workflows property from views.filter.moderation_state_filter

Looks good to me tested it with drupal: 10.1.x, patch #2 applied successfully and removed limit_workflows from .yml file.

Agree that this was added in error and has never been used in core, therefore it is safe to remove again.
