ResponsePolicy OR no_cache in routing

Problem/Motivation

Hi, the core module "image" has a Response Policy to avoid page cached in image.style_private route.

This would not be the same and simpler with the no_cache routing parameter in the file image.routing.yml ?

Proposed resolution

Review if it is better to add the no_cache parameter in the routing file, setting the no_cache is also checked in a Response Policy
