Allow Preventing Usage for Roles

Problem/Motivation

- Sometimes you don't want to track usage for certain roles (i.e. admins/content editors), we should add a checkbox config for "Don't track for these roles"

Proposed resolution

  • Add checkboxes "Don't track for these roles" to the config
  • Add a check in hook_page_attachments for the role(s) before adding the library
