Support for private files

Problem/Motivation

We use a lot of private images and would like to generate webp versions of those.

Proposed resolution

Setup the solution to be similar to how the Drupal 8 modules implement it. Some links:

I figured out how to handle the token (itok value in the URL) check but haven't done the setup of finding the appropriate file to run access control checks with.

Attaching the patch that has the token support and some spelling corrections. Still a working progress though.
