Missing jquery dependency

Problem/Motivation

Tooltips don't show for users if jQuery is not loaded by another module.
For example, giving the user's role access to the admin_toolbar.module toolbar fixes tooltips for that user.

Steps to reproduce

Hover over a tooltip as a user that doesn't have another module loading jQuery on that page.
The library is not loaded and you can see the error (image attached) in the browser console.

Proposed resolution

Adding the core/jQuery dependency to ckeditor_tippy.libraries.yml resolves the issue.
