All rules are executed (emails are sent without any check) / Emails From all states are not working

Problem/Motivation

As per 💬 Update module to support Drupal 10 Active you did change the 'any states' notification from '' to 'all' then you revert it by mistake (as I think) in 📌 @todo: use $notifications[] = WorkflowNotification::LoadByProperties() Fixed
Also, there is a wrong variable name which causes all rules to be executed
