Create hook_update to set the field title as required for existent sites

Problem/Motivation

In the issue 📌 All fields as optional is making possible creating wrong objects Fixed we implemented the field title in the paragraph type as required. With that the editors will need to fill at least one field before saving. On that issue was exported the config into config/install folder. But looking into existent users we need to create a hook_update_N to set the field as required programmatically
