Easily manage library sections across sites

Switched the import of the Story & Simple Header templates from migrate to single content sync.

This is blocked by the following issue that adds support for section library templates to the single content sync module: https://www.drupal.org/project/single_content_sync/issues/3346531 ✨ Easily manage library sections across sites Fixed

Successfully imported layout section templates into LB library during module install.
For testing was used 1.4.x-dev version of single_content_sync with required changes, so new release of single_content_sync is needed.
Once this is done, it's ready to go.

@trafo, the MR contains everything but the changes that needed, why the are 36 commits? Do you know what is a rebase and how to work with it?
