Users can not reach the add block button on sections without padding when using preview modes

Problem/Motivation

Because of the absolute positioning of the section options bar, users can not reach the add block button on sections without padding when using preview modes.

Steps to reproduce

Use preview mode for sections with no padding (can be configured in padding configs on a section level)

Proposed resolution

Improve the style for a section top bar.
