Make this module compatible with Tab Manager

Problem/Motivation

The module is currently incompatible with Tab Manager( https://www.drupal.org/project/tab_manager → ) module. It throws a fatal error because the Tab Manager module expects #access to be set on the tabs which is not happening for moderation_note.list tab.

Steps to reproduce

Install the module with Tab Manager already installed and navigate to any content page.

Proposed resolution

Add #access property on the moderation_note.list tab.
