Update bower-asset/chartjs library from 2.7.* to ~4.0

Problem/Motivation

The 2.7.* is old branch the 4.x branch was out for quite some time.

The chartjs 2.x branch is not supported.

Proposed resolution

  • Change bower-asset/chartjs to ~4.0 in the composer.josn file.
