Enable orphan processor for blocked users

I am weary of making this change. How orphan accounts are handled can vary with each site, potentially resulting in the account being deleted. At a minimum, this should be optional and given a setting.

I do not understand the importance of checking blocked accounts. I think the majority of site builders would prefer/expect the exists behavior.

I am not sure of the value. What do you want to do to disabled accounts that are orphaned? Delete them?

It was required to either delete them or do some actions like flagging, send notifications...etc. I agree with you making this optional, so the admin can change it from the settings according to the needs.
