Make it easier to show toasts in custom code using the same options

Problem/Motivation

The current code in toastify-attach.js doesn't really allow to re-use the toast settings when showing toasts in custom code.

Proposed resolution

Add a Drupal.toastify.getDefaultSettings function that allows you to get the default settings for a certain message type.
