Import functionality not available on fresh translations

Problem/Motivation

The "Import" fieldset is not showing up on languages, which have no translation yet.
You currently first have to fill fields and save the entity to afterwards import from other languages

Steps to reproduce

Proposed resolution

Allow to directly import from another language to fill a fresh one.
