RequestedUpdateValidator should use ComposerInspector instead of ComposerUtility

Problem/Motivation

RequestedUpdateValidator uses Stage::getActiveComposer() and Stage::getStageComposer(), which return a ComposerUtility. 📌 Remove our runtime dependency on composer/composer: remove ComposerUtility Fixed is removing that.

Proposed resolution

Refactor it to use ComposerInspector instead.
