FakeSiteFixtureTest should use ComposerInspector instead of ComposerUtility

FakeSiteFixtureTest uses Stage::getActiveComposer(), which returns a ComposerUtility. 📌 Remove our runtime dependency on composer/composer: remove ComposerUtility Fixed is removing that.

⚠️ NOTE: testCallToComposerUtilityMethods does not need to be updated, 📌 Remove our runtime dependency on composer/composer: remove ComposerUtility Fixed 's MR is already handling that 👍

Refactor it to use ComposerInspector instead.
