CollectIgnoredPathsFailValidator should use ComposerInspector instead of ComposerUtility

CollectIgnoredPathsFailValidator uses Stage::getActiveComposer(), which returns a ComposerUtility. 📌 Remove our runtime dependency on composer/composer: remove ComposerUtility Fixed is removing that.

Refactor it to use ComposerInspector instead.
