Switch default text format editors from CKEditor 4 to CKEditor 5 on the 10.0.x branch

Problem/Motivation

CKEditor 5 is the default Retch text Editor in Drupal 10
CKEditor 4 is having an End of life deadline for support this year ( 2023 )

Proposed resolution

  • Switch the Rich editor to CKEditor 5
  • Switch the Simple editor to CKEditor 5
  • Remove any use of CKEditor 4 or any extra CKEditor 4 plugins
  • TEMP Remove the CKEditor Anchor Link which only supports CKEditor 4 . Having it back when a new release with CKEditor 5 support
  • Have a replacements to work with CKEditor 5
