Content entity edit screen should redirect to localization for new langcodes

Problem/Motivation

It's too easy to confuse the global English text that shows up for a localization when editing an entity while having a localized langcode prefix in the URL.

Steps to reproduce

Use a langcode prefix like en-FR or en-US when editing an entity that only has an en-global version. It's not obvious to any one that the en-global version is what is being shown.

Proposed resolution

Hide the entity edit form and show a message that this localization or translation doesn't exist and ask if they'd like to create it.
