Help text above table says 'blocked' but there is a column that contradicts that

Problem/Motivation

The table has help text above it which says:

> List of IP addresses and user ID's that are blocked after multiple failed login attempts

So it's saying that the list shown is blocked things.

But there is a 'Status' column which says 'Not blocked' for some rows.

This is really confusing!

Is it a list of all blocked things, or a list of both blocked and not blocked?
