Page Manager is a wonderful and flexible tool, but currently it seems, it's time has come. No active development anymore, at least currently.
In most (of our) projects page_manager is just introduced as dependency of this module, so we should try to remove it and replace it by a custom layout buildered route, if that's possible.
If not, we should discuss other alternatives, like hard-coding the admin dashboard in a twig file, that can be overwritten for custom (customer) cases and for example require twig_tweak, if needed.
