Allow creation of new GoogleDoc media entities using the Media Library

Similar to #3120083: Allow creation of new Twitter media entities using the Media Browser → , #3118095: Allow creation of new Instagram media entities using the Media Browser → , #3120085: Allow creation of new Facebook media entities using the Media Browser → , etc.

It'd be great if the module supported quickly creating media entities via the Media Library, instead of needing to create Media entities beforehand.

Problem/Motivation

Attempt to use Media Library widget, where field is configured to allow GoogleDoc media source.
With cores' provided media source types, a quick-add form is presented at above the list of media items. When using the Google Doc selector, no quick add form is present.

Steps to reproduce

Configure a media type with GoogleDoc
Enable Media library and ensure it is configured on a WYSIWYG filter/format
Go to an entity and use the media library button.
Go to the GoogleDoc tab.
Expectation is a field is present where user can paste in embed code. There is currently nothing there.

Proposed resolution

Implement boilerplate per linked issues above.
