During the Site Builders Subcommittees meeting on the 2023-02-23 on Zoom the conversation got to permissions within Project Browser. Meaning that there is (or will be) permissions for accessing the project browser search functionality and for a subset of users the permission to add and install modules.
but it might be worth a thought in the context of larger sites to have the ability/button for a certain group of users that are not allowed to add and install modules but instead suggest a module to admin users. meaning the option to suggestion modules might be granted to for example content editors. those might browse project browser looking for functionality/modules that might look useful. instead of writing an email or using another communication channel like slack instead of the add and install button for those there might be just a "suggest" button. that way they might bring a module to the attention of the group of people responsible for running and architecting the site.

Not sure if this belongs in core, but might be a good opportunity for a contrib module, once the Svelte UI is themable, we could replace the "Add & Install" (/ "View Instructions") button with a "suggest to administrators" type button.
