Field "All closed" is editable even when the field "Collapsible" is unchecked

Problem/Motivation

We have the field "All closed", that works fine but this field requires that the field "Collapsible" is checked to works. But the issue is that even with the field "Collapsible" is unchecked the user can modify the field "All closed" as well

Steps to reproduce

Proposed resolution

We can implement the #States inside of #Form API to disable the field "All closed" when the field "Collapsible" is unchecked
