Thanks for raising the issue. This is probably not the best way to handle the link target when a translation is missing. I wonder if we should rely on the language fallback here. I think we could add a toggle to "Display links for missing translations (language fallback)".
Activated: Book links will show up in fallback language and target content in fallback translation. Note that when there is no fallback translation, access is denied and therefore the link wouldn't show.
Deactivated: Book links will not show up when translation for current content language is missing.

After thinking about this, the language fallback should not be handled by this module. As the front page link was introduced in an unrelated issue #3222023: Active trail for child book → , I will roll back the behavior to be closer to the core implementation.
