Add the missing "Background Color" into global settings form

Problem/Motivation

Currently in the code there are some places with a @todo tag to create the Backgroud color settings inside of Global settings form page, and it really makes sense, since the places are using a hard-coded color as a fallback when the user doesn't configured a color for backgroud color yet

Proposed resolution

Here is the task just to create the new background color in the global settings page
