Remove jquery_ui and jquery_ui_tabs dependencies from 4.x

Problem/Motivation

The version 4 of the module uses vanilla JS and it should not install/require jquery_ui and jquery_ui_tabs

Steps to reproduce

On a clean install run composer require 'drupal/views_semantic_tabs:^4.0@beta'

Proposed resolution

Remove require: jquery_ui_tabs from composer.json
