Apologies about this, should be fixed on the 3.3 release.
Automatically closed - issue fixed for 2 weeks with no activity.
After composer require ^3.2, where currently lastest 2x version was installed, the user role that had previously been able to create/edit a lesser role can no longer assign the lesser role. The option just disappears. The "admin" role in question has already the permission to assign roles.
reverting to 2x restores the option to assign the lesser role.
