Remove Panels module form the 10.0.x branch in Varbase Core

Switched layout management to Layout Builder from Drupal 10with new logic and practice.

Proposed resolution

  • Remove drupal/panels from the composer.json file
  • Remove outdated configs for - panels
  • Remove panels and panels_ipe from the install process
