Make custom textfield as required

Here are the steps to reproduce this bug.

- Create one Field Mask in any content type.
- Go to Manage Form Display widget and from field setting select "other" from Input Mask select box. Now Custom textfield is appeared.
Without adding any value we can directly submit the form.

That Custom textfield should be required if we select the "other" option.
