Finding a huge number of issues.. mostly to do with css and the bootstrap files. I will only be cleaning up the 'clean_blog.theme' file and whatever can be fixed with automated phpcbf. Working on this now.

I have fixed up all the automatic phpcbf issues as well as those in in the .theme file.
