Check if there is any plugin active before add a node to the queue

Problem/Motivation

Before adding an item to the queue a verification should be done to see if there is any active plugin for the content type.

Steps to reproduce

Create a new content type and don't configure the plugins
Create a node
Update the node (the node is added to the queue).

Proposed resolution

Add a method to the node_revision_delete service to check this.
