Add support for documenting workflow states, transitions and workflows

Problem/Motivation

There may be a need to document the items related to workflow from workbench moderation.

Would need a way to reference workflow entities (an option or set of options on the settings page)
Not sure what the alias of the documentation pages would need to be for the best experience and to match the "document" tab model we are using with the rest of the implementations.

Needs more thought on what to support.
